The program, known as Secure Communities, will demand that local authorities share information with the federal government about every person arrested by local law enforcement.

Under the program, ICE will verify that every arrested person in the U.S. is in the country legally.

DHS says it will not withhold federal funding from states and local authorities who fail to participate in the program.

The City Paper found that the number of arrests by Immigration and Customs Enforcement have increased only slightly this year, compared to the same time last year.

The U.S. Conference of Mayors has launched a campaign to fight the policy, warning it will make communities less safe and could place the burden on communities that have
